As of January 1st, 2012, a new law is effective concerning automatic renewal and notice for memberships, subscriptions and other agreements (the "Act"). The Act is implemented in a number of provisions of Book 2 of the Civil Code (BW) on the arrangements relating to the association and also in certain provisions of Book 6 of the Civil Code provisions on general conditions of contract. These provisions are contained in the so-called black and gray lists. Provisions included in the blacklist (article 6:236 BW) are regarded as unreasonably onerous. Provisions included in the gray list (article 6:237 BW) are presumed to be unreasonably onerous. More information is available (in Dutch) here or here. These are the sites the Government refers to too.
